Pleasure craft operator card (PCOC)

Canada, if you operate a boat with a motor and use it for recreation, you need proof of competency — something that shows you have a basic understanding of how to operate your boat safely and know what to do in an emergency. Proof of competency is required with all motor types and even when the motor is not in use (such as when sailing). The most common proof of competency is the Pleasure Craft Operator Card.

Have you lost or damaged your Pleasure Craft Operator Card? If you received your PCOC through a Sail Canada School or Instructor, you can order a replacement card online through the Sail Canada website:

Replacement Cards cost $25.00 (including HST).
Each additional card per person after costs $12.00 (including HST).

Boaters who have not received their PCOC should contact Sail Canada within a twelve-month period of certification to inquire about the status of their card. The PCOC Replacement Card fee will be levied on individuals with application forms dated prior to twelve (12) months of the request for a PCOC re-issue.

OBTAIN A PCOC

Sail Canada is accredited by Transport Canada to deliver boating safety courses and administer tests for the issuance of Pleasure Craft Operator Cards, including replacement cards, under the Competency of Operators of Pleasure Craft Regulations.

PROOF OF COMPETENCY FOR PCOC

If you have completed a Sail Canada course, it may be used as proof of competency to obtain a PCOC. Sail Canada courses that are accepted as proof of competency are:

  • Basic Cruising, Intermediate Cruising, Advanced Cruising
  • Basic Power Boat, Intermediate Power Boat
  • Basic Outboard
