NOTICE OF RACE
CORK FALL REGATTA
Ontario Championships September 25-26, 2010

1. INVITATION:
CORK/Sail Kingston, in conjunction with the Canadian Yachting Association (CYA) and Ontario Sailing, invites sailors to participate in The CORK Fall Regatta, CYA National Team Qualifying Regatta and Ontario Championships 2010 in Kingston, Ontario, home of CORK.
September 23rd-26th will host Laser Standard and Radial fleets.
September 25th-26 will host the 49er, 29er, 420, RS:X, Finn, Bic Techno 293, Windsurfers and Optimist fleets.
Ontario Championships for the Laser, Laser Radial, 29er, 420 and Optimist Classes. Details as published on the Ontario Sailing Website. http://www.ontariosailing.ca/Racing/Schedules/Dinghy_2010.php (Note – the Optimist sailors will compete in one division for this event).
CYA National Team Qualifying Regatta will be the qualifying event for the 2011 Canadian Sailing team for Laser Standard (male) and Laser Radial (female), as announced by the CYA. Regatta is held September 23rd-26th.
ISAF Grade 3 for the Laser, Laser Radial and 49’er Classes

2. SITE
The regatta will be hosted from Portsmouth Olympic Harbour (POH), site of the 1976 Olympic Sailing events and the 2007 Volvo Youth Sailing ISAF World Championship. Racing will take place on the fresh waters of Kingston Harbour, Lake Ontario.
3. ELIGIBILITY
1.1. The Regatta is open to all sailors in the invited classes. Competitors must meet all ownership, class membership, and measurement requirements.
1.2. The National Qualifying Regatta is open to all boats of the Laser Standard and Laser Radial classes. All competitors must present CYA membership according to CYA’s Application of RRS 75 for Sailor Eligibility – attached.
1.3. All sailors must have completed registration and paid all event fees before beginning official competition.
4. ADVERTISING
4.1 Advertising shall be Category C.
4.2Boats may be required to display advertising chosen and supplied by the organizing authority.
5. RULES
5.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing 2009-2012
5.2 The applicable class rules will be in effect.
5.3 Rule 40 is changed to require appropriate personal buoyancy to be worn at all times z while afloat, except when changing clothing.
6. ENTRY & FEES (Credit cards, Debit Cards, Money Orders, Bank Drafts or cash)
6.1 For the 49er, 29er, 420, RS:X, Finn, Bic Techno 293, Windsurfers and Optimist, if the completed entry form and entry fee is received at the CORK/Sail Kingston office on or before September 13, 2010 the Early Bird Entry Fees will apply…
For a double handed boat: $ CDN 120.00 + 13% HST.
After September 13, 2010 the following Entry Fees will apply:
For a single handed boat: $ CDN 122.00 + 13% HST;
For a double handed boat: $ CDN 158.00 + 13% HST.
Entry fees include racing, after racing dinner and a per diem fee to the City of Kingston for use of facilities.

8. COURSES
Course diagrams will be included in the Sailing Instructions. The Race Committee will determine course length in accordance with class guidelines and as sailing conditions permit.
9. INSPECTION & MEASUREMENT
9.1 Boats entered in this regatta may be subject to measurement. The class measurement rules will be in effect.

11. NUMBER OF RACES
The number of races will be governed by the event schedule and the prevailing conditions. No maximum number of races will be set. A minimum of three (3) races are required to be completed to constitute a series for the Laser Standard and Laser Radial. A minimum of one (1) race is required to be completed to constitute a series for the 49er, 29er, 420, RS:X, Finn, Bic Techno 293, Windsurfers and Optimist.
12. SAFETY
12.1 All boats are recommended to have a minimum 10 metre long by 7mm diameter floating line attached to the mast while afloat.
12.2 All competitors are recommended to have a whistle attached to their PFD.
13. SAILING INSTRUCTIONS
Official Sailing Instructions will be available at the Registration Check-in Desk.
14. LAUNCH
Boats must be launched and sailed from Portsmouth Olympic Harbour.

16. SCORING
16.1 When fewer then 5 races have been completed, a boat’s score for the regatta will be the sum of her total race scores.
16.2 When 5-9 races have been completed, the boat’s score for the regatta will be the sum of her total race scores, less her worst score.
16.3 When 10 or more races have been completed, the boat’s score for the regatta will be the sum of her total race scores, less her two worst scores.
17. RADIO COMMUNICATION
Competitors shall neither make radio transmissions while racing, nor receive radio communications not available to all boats. This restriction also applies to mobile telephones
20. RIGHTS TO USE NAME AND LIKENESS
In participating in an event, a competitor automatically grants to the Organizing Authority and the sponsors of the event, the right in perpetuity, to make, use and show, from time to time and at their discretion, any motion pictures, still pictures and live, taped or filmed television and other reproductions of him/her during the period of the competition in these events event in which the competitor participates and in all material related to the events without compensation.
21. DOPING CONTROL
Doping control testing may take place at this event.
22. PRIZES & AWARDS
CORK/Sail Kingston medals will be awarded based upon the following: 3 division entries = one award, 4 – 5 division entries = two awards, 6 or more division entries = three awards. Depending on the number of entries, other prizes and awards may be presented.
Ontario Championships: Awards will be awarded according to Ontario Sailing guidelines as published on the Ontario Sailing website.
23. COACHES & COACH BOATS
Coaches are required to register at the regatta office. There is no fee. Coaches will be issued a numbered flag (CAD 25 deposit, refundable upon return of the flag) which they must display while in the racing area and will be asked to monitor a CORK channel on their VHF radios and to assist with safety as described in the SI’s.

Appendix 1
Application of RRS 75 to Sailor Eligibility at CYA Events and National Sailing Competitions in Canada
The following items are required to show at registration desk check-in to confirm eligibility to race.
1. CYA member card (and valid proof of age for age restricted events);
Or
2. Proof of membership with a CYA member club or other CYA member organization, or other ISAF member national authority (MNA)*, (and valid proof of age for age restricted events);
A sailor without
· CYA member card, or
· proof of membership with a CYA member club or other CYA member organization, or
· proof of membership with other ISAF member national authority
may obtain a Right-to-Race card which will be available at the registration desk for a fee. A Right-to-Race sailor card is valid only until the completion of the event being entered.
CYA member cards are issued by the Provincial Sailing Associations, who then issue them to CYA member clubs. Directors or mangers at the clubs then issue the cards to their members.
Proof of age - the following are valid forms of proof of age:
· Valid passport;
· Provincially issued identification – e.g. drivers’ licence, health card;
· Municipally issued photo accreditation that includes full name and birth date;
· School- issued photo accreditation that includes full name and birth date.
Proof of membership with a CYA member club or other organization – the following are acceptable means to prove membership or affiliation:
· Membership card from CYA member club or other organization (or other ISAF MNA) – such card indicating name and type of membership held;
· Official and original signed document (or copy – facsimile or electronic file) from director of the CYA member club or other CYA member organization – such document is to be on letterhead of the club or organization, and need name the sailors and indicate the nature of the membership or affiliation with that organization;
· On-site reference to member list on official website of the organization – such list will indicate full name and nature of the membership or affiliation.
A list of CYA member clubs and organizations can be accessed in the members’ area of the CYA website.
